Newstart option "ini_q-h2o" fails

In some cases, apparently when adding isotopes (possibly also the new dust tracers?), "ini_q-h2o" option of newstart fails, claiming to not find all required traceurs, e.g.:

A side note: tracer ordering given above is problematic (see ticket #97); isotopes should be last in the list
