Improve install IOIPSL scripts to use same arch files as the GCM
First done for Ciclad in r2183
Then for LMD local machines r2185
Further improvements in the scripts: stop using modipsl, directly download via svn the IOIPSL library and use same arch files as the GCM to compile the IOIPSL library with r2412
