The GCM should stop if run.def is missing — at Initial Version

Description
The GCM attemps to run with defaults if run.def is missing, but the defaults clearly won't do (e.g. earth-like tracers are assumed). It would be wiser to check the presence of a run.def file and stop with a clear error message if not.
