problem with ORL(clear sky) outputs when iradia is not 1 — at Initial Version

Description
The outputed "OLRcs" (clear sky OLR, variable fluxtop_lw1 in physiq) is zero at intermediate physics steps when iradia/=1.
Perhaps just an output issue, possibly a more significant bug...
