option "composition" in newstart.F — at Version 5

The "composition" option in newstart.F doesn't allow for atmospheric compositional changes when the non condensable gases (Ar, N2, CO, O2) aren't explicited in traceur.def.
Goal : when working with implicit non-co2 gases, allow for changes in atmospheric co2 fraction while maintaining relative proportions between Ar, N2, CO and O2 measured by MSL.
For the sake of completeness: fixed by commit r2175
Still the default values proposed are not those from the latest measurements...
To be investigated and updated...
Updated suggested values (and computation of most abundant specie before renormalizing) to those from Trainer et al. 2019 (except for CO, suggest TGO measured value) in r2258
