Enable the use of "all" for utilitary programs

Description
Some utilitary programs used to be able to take the text "all" in input, meaning they had to handle all the 3D/4D variables they found in the input netcdf file, but this feature seems to fail recently.
Other utilitary programs that don't have this feature yet would also benefit from its addition in their code.
