Dedicated subroutine for albedo

Create a dedicated subroutine that manages albedo of frost and perennial ice (H2O & CO2). To be placed at the beginning of the time step before the radiation balance computation. To be considered in greater detail if we want to take into account the geometry of the incident radiation.
