reindexing sub-surface variables?

Description
In the current version of the PCM some subsurface fields/parameters are indexed from 0 to nsoil-1 or from 1 to nsoil (see soil.F, soil_settings.F, comsoil_h.F90) which can be misleading. e.g. subsurface temperature of layer index 1 is at depth mlayer index 0
Maybe to revisit and reindex?
