Generic GCM:
Fixed bug in tpindex (for low temperatures, between first and second
reference temperatures, temperature was wrongly set to tref(1)).
The input temperature was also allowed to be modified by the routine,
which is probably not a good idea and no longer the case.
Took this opportunity to turn tpindex into a module.
