Do not allocate inv_cloud_effective_size

This field was not defined if Spartacus was not used so it appeared
with random values in file inputs.nc created by procedure
save_inputs. It is allocated elsewhere if Spartacus is used. We are
cherry-picking commit c7a36b61 in ecrad repository. See pull requests
35 and 18 in upstream ECRad.
