Bug fix: revert revision [3601]

Bug fix: revert revision [3601]. Procedure phys_output_write is
called a first time by physiq before the call to phyetat0, so before
ftsoil is allocated. So we cannot reference `ftsoil(:, nsoilmx,
is_ter) in phys_output_write`.
