Use latest FCM source (2021.05.0) [Note: we still use the legacy FCM1 build system]
Correct UTF8 encoding of french chars
Compil OK (tested: oldrad/rrtm/ecrad, para/seq/1D)
Convergence (ref r5063) bench 33x OK oldrad orch2.0 (tested: para/seq)
